This channel is vital for two-way or one-way communication, allowing representatives to share their viewpoints on emerging issues, gather nuanced feedback, and maintain accountability with the delegators and community members they represent.
Signal of Issue and Prioritization
The Signal of Issue component is the community's primary tool for identifying and highlighting problems. Any governance actor can submit a Signal of Issue, which is a concise, text-based summary of a critical concern, synthesizing complex discussions into a clear community-wide alert.
The List of Signals component acts as a high-efficiency prioritization mechanism. Community members can rapidly engage with signals by using Like/Dislike indicators or assigning explicit Priority levels. The user experience (UX) is specifically optimized to allow users to quickly process and vote on multiple issues within a short timeframe, promoting high participation. To ensure fairness, GovCircle employs transparent and verifiable algorithms that automatically promote and visibly emphasize (by bolding) those issues which have demonstrably received the strongest, most authentic community feedback.
Event and Solution Management
Once an issue is signaled and prioritized, the community is empowered to organize Events related to it. While GovCircle is not a social media platform and the actual debates take place on external platforms (the Social Layer, such as Discord or X), the module manages and logs these events. This critical management function ensures a seamless link between the deep discussions happening off-chain and the formal governance system.
Following these comprehensive debates, the Solution Component allows the community to propose, share, and collectively refine potential solutions. This provides governance actors with a formalized platform to receive actionable community feedback on their proposed fixes before incurring the cost and commitment of an on-chain submission. This component integrates various interactive features, including Gamification mechanisms, designed to incentivize and maximize meaningful participation in solution design.
Transition to On-Chain Action
The Informal Phase concludes when the community is ready to escalate the refined solution. At this point, the system ensures that the entire history—the signal, the discussions, the summarized viewpoints, and the solution conclusions—is automatically included as Related Links within the metadata of the formal on-chain proposal. This guarantee ensures that the eventual, high-stakes on-chain vote is informed by and accountable to the comprehensive community engagement that preceded it.
II. Formal Circle Phase: On-Chain Rationale and Accountability
This phase focuses on interactions and transparency that occur after an action has been registered on the blockchain and is within its live voting window. The emphasis here is on ensuring the quality, connectivity, and lasting utility of voter explanations (Rationale).
Follow Rationale Capability
To improve voter coordination and streamline the explanation process, the system introduces the Follow Rationale capability. A voter whose reasoning aligns perfectly with another voter can choose to follow that individual's published Rationale.
Leveraging a Rationale Template system, GovCircle automatically generates a Rationale for the follower. This template incorporates key data from the followed voter, includes a direct link to the original Rationale for verification, and offers language translation to maximize global participation. This feature not only lowers the barrier for voters to submit high-quality explanations but also establishes the relationship data essential for the subsequent analytical tools.
Comment on Rationale Capability
During the active voting period, voters can engage in direct dialogue by commenting on any published Rationale. This allows voters to provide immediate feedback, challenge specific assumptions, or ask clarifying questions about a vote's reasoning. This dialogue ensures that votes and Rationale are more accurate and promotes a dynamic, high-quality, and engaged participatory process among all voting stakeholders.
Rationale Graph
The Rationale Graph is the definitive analytical output of the Formal Circle Phase. Based on the complex network of relationships established through following and commenting, the system generates a powerful visual graph of the entire Rationale network.
This graph provides an immediate, clear representation of voter viewpoints, visually illustrating clusters of consensus, the severity of dissenting opinions, and the influential connections between different voters. The graph ensures that the final Rationale data is not merely a collection of static on-chain text, but a dynamic, meaningful, and educational resource from which the community can draw conclusions and learn about the internal motivations of the governance body.
